Laura Davis is co-founder and Chief Business Officer of USLege, the AI platform redefining how government affairs teams operate. Born Laura Luise Carr in Cambridge, England, and educated at the University of Alabama, she built her career on the inside of American government before turning to build the software the inside was missing.

She started in Washington, D.C., serving in both the U.S. House and the U.S. Senate, then moved into fundraising at the U.S. Chamber of Commerce and No Labels. In Texas she served in the Governor's Office, worked as Policy Director in the Texas Senate specializing in technology policy, and represented clients as a contract lobbyist with The Brannan Firm.

In 2024, Laura and her husband Eric co-founded USLege to fix what she had spent a decade working around: the people doing the hardest work in government had the worst tools. USLege uses AI to make legislation instantly accessible and actionable across federal and all 50 states.

Laura is a self-taught prompt engineer who teaches government leaders and government affairs teams how to use AI in practice, not in theory. She speaks at main-stage events including Texas Dynamism Summit, SXSW, and upcoming at NCSL, and hosts Bills & Business, a podcast for policy professionals with 50+ episodes. She lives in Austin, Texas.
